1947年美国的亚洲政策是：中国太弱太穷不值得美国花费资源，重建日本才是控制亚洲的关键（China was simply too weak and too poor to justify a major commitment of American resources. In Asia, Japan, with a tenth China’s population and territory but far more industrial potential, held the key to regional control）。杜鲁门明明知道是自己抛弃中国，却造谣中国政府“腐败”，“我们帮助了中国，但事实证明中国不能自救（We helped China, but China proved unable to help herself）”

The first volume of Harry Truman's memoirs, serialized in LIFE, brought denials from Henry Wallace, ex-Secretary of State James Byrnes, ex-Attorney General Francis Biddle and ex-Foreign Economic Administrator Leo Crowley. This week the first installment of Mr. Truman's second volume brought denials from Bernard Baruch, General Albert Wedemeyer and onetime Ambassador Patrick Hurley——前副总统、前国务卿、前司法部长、前对外经济管理局长、前总统顾问Baruch、魏得迈将军和赫尔利大使都对杜鲁门回忆的事件进行否认。
赫尔利将军甚至说：杜鲁门捏造了一个并不存在的会议。不说美国联邦政府，在美国所有大公司（如道琼所列公司），有总裁出席的会议，肯定都有记录。所以，杜鲁门造谣这点是无法抵赖的。
