韩国国会--满洲复国会议纪事(7) 签署满韩《首尔宣言》

满洲文化协和会

2023年6月2日晚间,满洲国政府在韩国首尔市韩江宾馆举办国宴,并与韩国签署《首尔宣言》,分韩文版和英文(中文)两个版本。这份文件,是满、韩两国的一致意见和共同心声关于东北亚地区的文化、地缘、人权、政治,表达了两国人民的殷切愿望,是满洲国被中国殖民后数十年来,第一次与主权独立国家签署的宣言文件,宣示了满、韩两国的未来走向和共同目标。




《首尔宣言》宣示:

我们,出席2023年6月1日在韩国国会召开的韩国首尔会议的领导人,重申我们的共同信念,即民主——反映人民的有效参与和意愿的政府——是人类促进和平、繁荣、平等、可持续发展和安全的最持久的方式。必须要有民主,以确保每一个声音都被听到,所有人的人权都得到尊重、保护和实现,以及法治得到维护。我们认识到,东亚地区的部分国家和地区,依然面临着领土分裂,或被殖民的现状。在这些地区,一个民族的人民无法自由、公平的生活,没有包容性和可及性的自由和公正的选举;没有享受法律平等保护;人权得不到尊重,没有言论自由、和平集会和结社自由。

我们承诺促进和维护联合国人权法案中的人民自治权力和自决权力。通过公平、有效和公正的司法系统促进所有人平等获得人民的自由选择。满洲国承诺采取和平的方式,通过公正并受国际监督的司法体制,在遵守联合国宪章的前提下实现满洲国的主权独立复国。

我们都认识到,东北亚的和平是未来世界和平的重要一环,抗击共产主义和独裁统治,满洲国有着重要的地缘政治因素。韩国的统一也是未来东北亚地区和世界和平的重要地缘因素。韩国和满洲国将致力于解决东北亚的和平稳定,统一韩国,与主权独立复国的满洲国一同建设东北亚和平、繁荣、稳定的新秩序。

满韩《首尔宣言》的韩英两个版本文件在满洲国总统爱新觉罗. 溥君、国务顾问盛雪、秦晋、韩国统一部前次长金锡友先生的见证下,由满洲国国务总理梅凤杰和韩国历史领土财团理事长张桂晃先生签署,然后交换文本,各界来宾起立鼓掌,庆祝《首尔宣言》的签署。随后,签署者和见证人在两国国旗下合影留念。

满韩《首尔宣言》称:“我们,吁请全世界最崇高的正义和善良:支持东北亚地区的和平与稳定、繁荣;支持以维护人权、自由、平等为基础的韩国统一,支持摆脱殖民统治的满洲复国成为主权独立的国家。”

满、韩官员和各界来宾围成一圈,高呼:满洲国万岁!满洲复国!场面激情四射,动人心弦。韩国历史领土财团理事长张桂晃先生在宴会中声情并茂高歌一首被中国禁止传播的满洲国歌曲:“在满洲的田野里”。

国宴结束后,满、韩两国官员与部分嘉宾合影留念。

2023年,6月3日起,在韩国国会举办的“满洲复国国际会议”结束,满韩《首尔宣言》签署后,满洲国政府陆续收到了诸多国家政府、政党、社团、官员、议员及个人发出的贺电和贺信,来自:韩国、美国、日本、亚美尼亚、墨西哥、澳大利亚、哈萨克斯坦、英国、西班牙、法国、阿根廷、加拿大、挪威、新西兰、意大利、巴西、印度、爱沙尼亚、智利、立陶宛、拉脱维亚、乌克兰、尼日利亚、南非、白罗斯、泰国、越南、马来西亚、瑞典、印度尼西亚、俄国、新加坡、德国、保加利亚、罗马尼亚、丹麦、委内瑞拉、荷兰(以收到时间为序)等。

满洲国民及居住在中国的满洲侨民通过Wechat、Line、WhatsApp、Signal、Telegram及电子信箱纷纷关注和祝贺满洲国的韩国会议及《首尔宣言》的签署。据不完全统计,通讯人员超过一百四十万人,发出的各类文字和图片和短讯超过千万次。

截止到2023年6月3日凌晨,满洲复国国际会议、满韩《首尔宣言》签署及国宴等活动顺利完成。

共产主义制度下,朝鲜半岛无法统一,数千万人民被迫生活在共产极权制度。同样,满洲国人民,在二战结束时,共产主义集权国家苏联武力攻占满洲国领土,并在其占领期间,纵容共产殖民者霸占满洲国土,致使满洲国成为共产殖民地,并对满洲国实施了长达七十多年的殖民统治至今。近一亿人口的满洲国民无法享受民主、自由、更无法享受繁荣与平等。

为了应对全球范围内民主面临的日益严峻的挑战,我们致力于加强民主制度和进程,并打造民主韧性。我们认识到,通过合作可以加强自由和民主,我们承诺建立更强大的韩国与满洲国的区域和全球伙伴关系,更加坚定地抗击共产制度和专制主义和腐败,证明民主可以为所有人带来和平、稳定和繁荣。我们相信,民主体制的发展需要时间和协同努力,对其最好的支持是建立一个包容性的社会来尊重多样性,提倡人人都有体面的工作,使每个人都能自由地追求自己的理想,行使自己的人权和基本自由,并过上没有暴力恐惧、安全不受威胁的生活。

我们重申,坚决支持世界各地坚持自由和民主价值的国家和人民,反对直接或间接破坏这些价值的企图或威胁。我们承认《联合国宪章》(UN Charter)的基本原则,即所有国家在其国际关系上不得使用威胁或武力侵害任何国家的领土完整或政治独立,不得殖民任何主权独立国家。我们承认各国拥有符合《联合国宪章》第五十一条规定的单独或集体自卫的固有权利。我们强调,必须按照《联合国宪章》的原则,尽快在满洲国实现全面、公正和持久的和平的主权独立国家地位。

第一、重申我们的承诺或义务,尊重、保护及实现《世界人权宣言》(Universal Declaration of Human Rights)、《联合国宪章》以及适用的国际人权文书中所规定的人权和基本自由。我们承诺追究被指控侵犯和践踏人权者的责任。

第二、承诺尊重所有公民通过定期、自由和公正的选举选出政府的权利,选举应具包容性和透明度。我们重申,每个公民都应享有在平等基础上参与选举的有效权利和机会,不受不当限制、干预或恐吓,包括系统性歧视或边缘化。以任何方式、形态或形式对选举进行外部或内部干预或恐吓,都会损害公民选择政府和其他代表的权利。我们谴责在选举期间和选举之后使用各种形式的暴力行为,包括针对民选官员、立法者和其他履行公务和责任的公众人物进行的威胁。

第三、我们承诺促进和维护联合国人权法案中的人民自治权力和自决权力。通过公平、有效和公正的司法系统促进所有人平等获得人民的自由选择。满洲国承诺采取和平的方式,通过公正并受国际监督的司法体制,在遵守联合国宪章的前提下实现满洲国的主权独立复国。

因此,我们,吁请全世界最崇高的正义和善良:支持东北亚地区的和平与稳定、繁荣;支持以维护人权、自由、平等为基础的韩国统一,支持摆脱殖民统治的满洲复国成为主权独立的国家。



Seoul Declaration

June 1, 2023

We, the leaders attending the Seoul, South Korea meeting at the National Assembly of South Korea on June 1, 2023, reaffirm our shared belief that democracy—a government that reflects the effective participation and will of the people—is the key to humankind's promotion of peace, prosperity, and equality, sustainable development and The most lasting way of safety. Democracy must ensure that every voice is heard, that all human rights are respected, protected, and fulfilled, and that the rule of law is safeguarded. We recognize that some countries and regions in East Asia are still facing the status quo of territorial division or colonization. In these areas, people of a nation cannot live freely and fairly, without inclusiveness and accessibility to free and fair elections; without equal protection of the law; without respect for human rights, and without freedom of expression, peaceful assembly, and association.

Under the communist system, Korean Peninsula could not be unified, and tens of millions of people were forced to live in a communist totalitarian system. Similarly, for the people of Manchu State, at the end of World War II, the Soviet Union, a communist and centralized state, captured the territory of Manchu State by force, and during its occupation, connived the communist colonists to occupy Manchu State, causing Manchu State to become a communist colony, and imposed long-term sanctions on Manchu State. Seventy years of colonial rule to the present. Manchurians with a population of nearly 100 million cannot enjoy democracy, freedom, let alone prosperity and equality.

In response to the growing challenges to democracy around the world, we devote ourselves to strengthening democratic institutions and processes and building democratic resilience. We recognize that freedom and democracy can be strengthened through cooperation, and we commit to a stronger Korea-Manchu State regional and global partnership, to stand firmer in the fight against communism and absolutism, and corruption, and to demonstrate that democracy can bring peace to all, stability and prosperity. We believe that the development of democratic institutions takes time and concerted effort and is best supported by an inclusive society that respects diversity, promotes decent jobs for all, and empowers everyone to freely pursue their own aspirations, to exercise one's human rights and fundamental freedoms, and to live a life free from fear of violence and free from threats to safety.

We reiterate our firm support for countries and peoples around the world that uphold the values​of freedom and democracy and oppose any attempt or threat to directly or indirectly undermine these values. We recognize the basic principles of the UN Charter, that is, all countries shall not use threat or force to violate the territorial integrity or political independence of any country in their international relations, and shall not colonize any sovereign independent country. We recognize the inherent right of States to individual or collective self-defense, consistent with Article 51 of the Charter of the United Nations. We stress that Manchu State must be established as a sovereign independent state in a comprehensive, just, and lasting peace as soon as possible in accordance with the principles of the Charter of the United Nations.

We are committed to the following:

First, reaffirm our commitment or obligation to respect, protect and achieve the human rights and fundamental freedoms stipulated in the Universal Declaration of Human Rights, the Charter of the United Nations, and applicable international human rights instruments. We commit to holding accountable those accused of human rights violations and abuses.

Second, a commitment to respect the right of all citizens to elect their government through regular, free, and fair elections that are inclusive and transparent. We reaffirm that every citizen should have the effective right and opportunity to participate in elections on an equal basis, free from improper restriction, interference, or intimidation, including systemic discrimination or marginalization. External or internal interference or intimidation in elections in any way, mode, or form undermines the right of citizens to choose their government and other representatives. We condemn the election and post-election use of various forms of violence, including threats against elected officials, legislators, and other public figures in the discharge of their official duties and responsibilities.

Third, we are committed to promoting and upholding the rights of people to self-government and self-determination in the United Nations Bill of Rights. Promote equal access for all to the free choice of the people through a fair, effective, and impartial justice system. Manchu State is committed to adopting a peaceful method, through a fair and internationally supervised judicial system, and on the premise of abiding by the Charter of the United Nations, to realize the sovereign independence of Manchu State.

Fourth, respect, protect and realize the right to freedom of opinion and expression, regard strengthening access to information and free mobility as the Basic support of a democratic society, and appeal to autocratic and dictatorial government to release all political prisoners. Promote intercultural understanding and continue to counter back by all means possible the propaganda spread by authoritarian regimes that undermine the free mobility of information in all societies.

Fifth, we all realize that peace in Northeast Asia is an important part of future world peace, and Manchu State has important geopolitical factors to fight against communism and dictatorship. The unification of South Korea is also an important geopolitical factor for future peace in Northeast Asia and the world. Korean Peninsula and Manchu State will be committed to resolving peace and stability in Northeast Asia, unifying Korean Peninsula, and building a new order of peace, prosperity, and stability in Northeast Asia together with Manchu State, which is sovereign and independent.

Therefore, we appeal to the highest justice and kindness in the world: support the peace, stability, and prosperity of Northeast Asia; support the reunification of Korea based on the maintenance of human rights, freedom, and equality; an independent country.
