We, the leaders attending the Seoul, South Korea meeting at the National Assembly of South Korea on June 1, 2023, reaffirm our shared belief that democracya government that reflects the effective participation and will of the peopleis the key to humankind's promotion of peace, prosperity, and equality, sustainable development and The most lasting way of safety. Democracy must ensure that every voice is heard, that all human rights are respected, protected, and fulfilled, and that the rule of law is safeguarded. We recognize that some countries and regions in East Asia are still facing the status quo of territorial division or colonization. In these areas, people of a nation cannot live freely and fairly, without inclusiveness and accessibility to free and fair elections; without equal protection of the law; without respect for human rights, and without freedom of expression, peaceful assembly, and association.
Under the communist system, Korean Peninsula could not be unified, and tens of millions of people were forced to live in a communist totalitarian system. Similarly, for the people of Manchu State, at the end of World War II, the Soviet Union, a communist and centralized state, captured the territory of Manchu State by force, and during its occupation, connived the communist colonists to occupy Manchu State, causing Manchu State to become a communist colony, and imposed long-term sanctions on Manchu State. We recognize that freedom and democracy can be strengthened through cooperation, and we commit to a stronger Korea-Manchu State regional and global partnership, to stand firmer in the fight against communism and absolutism, and corruption, and to demonstrate that democracy can bring peace to all, stability and prosperity. We believe that the development of democratic institutions takes time and concerted effort and is best supported by an inclusive society that respects diversity, promotes decent jobs for all, and empowers everyone to freely pursue their own aspirations, to exercise one's human rights and fundamental freedoms, and to live a life free from fear of violence and free from threats to safety.
We reiterate our firm support for countries and peoples around the world that uphold the valuesof freedom and democracy and oppose any attempt or threat to directly or indirectly undermine these values. We recognize the basic principles of the UN Charter, that is, all countries shall not use threat or force to violate the territorial integrity or political independence of any country in their international relations, and shall not colonize any sovereign independent country. We recognize the inherent right of States to individual or collective self-defense, consistent with Article 51 of the Charter of the United Nations. We stress that Manchu State must be established as a sovereign independent state in a comprehensive, just, and lasting peace as soon as possible in accordance with the principles of the Charter of the United Nations.
We are committed to the following:
First, reaffirm our commitment or obligation to respect, protect and achieve the human rights and fundamental freedoms stipulated in the Universal Declaration of Human Rights, the Charter of the United Nations, and applicable international human rights instruments. We commit to holding accountable those accused of human rights violations and abuses.
Second, a commitment to respect the right of all citizens to elect their government through regular, free, and fair elections that are inclusive and transparent. We reaffirm that every citizen should have the effective right and opportunity to participate in elections on an equal basis, free from improper restriction, interference, or intimidation, including systemic discrimination or marginalization. External or internal interference or intimidation in elections in any way, mode, or form undermines the right of citizens to choose their government and other representatives. We condemn the election and post-election use of various forms of violence, including threats against elected officials, legislators, and other public figures in the discharge of their official duties and responsibilities.
Third, we are committed to promoting and upholding the rights of people to self-government and self-determination in the United Nations Bill of Rights. Promote equal access for all to the free choice of the people through a fair, effective, and impartial justice system. Manchu State is committed to adopting a peaceful method, through a fair and internationally supervised judicial system, and on the premise of abiding by the Charter of the United Nations, to realize the sovereign independence of Manchu State.
Fourth, respect, protect and realize the right to freedom of opinion and expression, regard strengthening access to information and free mobility as the Basic support of a democratic society, and appeal to autocratic and dictatorial government to release all political prisoners. Promote intercultural understanding and continue to counter back by all means possible the propaganda spread by authoritarian regimes that undermine the free mobility of information in all societies.
Fifth, we all realize that peace in Northeast Asia is an important part of future world peace, and Manchu State has important geopolitical factors to fight against communism and dictatorship. The unification of South Korea is also an important geopolitical factor for future peace in Northeast Asia and the world.
